All Workers to be Well Protect- ed; and their Rights and Interests to be Safeguarded. Special Attention to be Given to the Welfare of Child Workers

Labour regulations including a factory law have been drafted by the Department of Labour and Peasantry. The following is a list of tentative factory regulations:

1. The Government has specially prepared the factory regulations for ensuring a proper living and the safety of the laborers.

2. These regulations are to be applied both to foreign owned and Chinese owned factories under the regime of the Nationalist Govern-

ment.

3. Factory owners are not allow ed to employ boys below the age of 12 and girls below the age of 14. 4. All males below 16 and females below 18 are regarded as child workers.

5. No child workers who have not received a primary education are allowed to work in factories,
